The Pennsylvania General Assembly Files Resolution to Term Limit Congress
Washington, D.C. — The Pennsylvania House of Representatives filed a resolution applying to participate in a national Term Limits Amendment Convention. By using Article V of the U.S. Constitution, 34 state legislatures gather for a convention to propose a congressional term limits amendment. The Term Limits Convention campaign was launched by the nonpartisan, nonprofit U.S. Term Limits.
The concurrent resolution (HR444) was introduced this week by prime sponsor Representative Ryan Mackenzie.
The President of U.S. Term Limits, Philip Blumel commended Mackenzie for working on such an important issue. Blumel said that “The people of Pennsylvania are lucky to have public servants like Rep. Mackenzie who sees what is going on in Washington and is willing to take action to fix it. By using Article V to term limit Congress, balance can be restored between states and the federal government, as our Founders intended.”
According to the last nationwide poll on term limits conducted by McLaughlin & Associates, conducted in January 2018, term limits enjoys wide bipartisan support. McLaughlin’s analysis states, “Support for term limits is broad and strong across all political, geographic and demographic groups. An overwhelming 82% of voters approve of a Constitutional Amendment that will place term limits on members of Congress.”
HR444 is scheduled to make its first committee stop in front of the State Government Committee before it makes its way to the floor for a full vote by the Pennsylvania House.
If passed in both chambers this session, Pennsylvania will be among the first states in the nation to file an application for an Article V resolution for the exclusive purpose of proposing term limits on the U.S. Congress. Once 34 state legislatures apply for the convention and approve the term limits amendment, it must be ratified by 38 states to become part of the U.S. Constitution.
