Arizona House Passes Term Limits on Congress Resolution

Phoenix, Arizona – House Concurrent Resolution 2022, which specifies calling a national convention to amend the U.S. Constitution to limit congressional terms, passed the Arizona State House yesterday with bipartisan support. U.S. Term Limits (USTL), a non-profit, non-partisan advocacy group, is shepherding the resolution through the Arizona Legislature.

HCR2022, sponsored by Rep. Kelly Townsend and twenty-six cosponsors from both sides of the aisle, passed the Arizona House of Representatives Monday afternoon.

“I am extremely proud of my colleagues for helping pass this bipartisan resolution. It is high time that the people and the States take advantage of Article V of the U.S. Constitution and bring our Congress back under control,” says Townsend.

With this success in the Arizona House, the sister resolution, SCR1014, moves to a vote of the full Arizona State Senate. Sponsored by Senator Livingston, the final hearing is anticipated to be next week. A win in both chambers will place Arizona at the forefront of states proposing an amendment for the sole purpose of imposing Term Limits on the U.S. Congress.

Philip Blumel, President of U.S. Term Limits, commended the vote, “Arizona representatives realize that the best chance to passing a term limits proposal is through a national term limits convention. Arizonans should be proud of today’s outcome.”

According to the last nationwide poll on term limits conducted by McLaughlin & Associates, conducted in January 2018, term limits enjoys wide bipartisan support. McLaughlin’s analysis states, “Support for term limits is broad and strong across all political, geographic and demographic groups.  An overwhelming 82% of voters approve of a constitutional amendment that will place term limits on members of Congress.”

There are thirteen states that have passed resolutions for a national amendment proposal convention specifically naming term limits in the subject. In a divided political climate, term limits for Congress is the one true, non-partisan issue that both President Trump and former President Obama have publicly endorsed.

Once applications pass in 34 states, a term limits amendment proposal convention will be called. If accepted, the amendment would need ratification from 38 states to become part of the Constitution.
